The exterior features the warmth and richness of limestone and granite. Transparent walls reinforce the connection to the environment and the transparency of governmental process. A soaring canopy at the main entrance is supported by slender columns inspired by Northwest forests. The council chambers, at the northeast corner, are clad in coppery-smooth metal panels, giving way to windows. A shallow reflecting pool mirrors the chambers on three sides.
